Are you sure you want to exit? pop-up

I'm looking for a better way to build an "Are you sure you want to exit?" pop-up into my titles.
Currently, I have a text box on the main title so that it is inherited on every page in the title. The text box is initially hidden and is shown only when the Close button is clicked. This text box has two links: the No link re-hides the text box, the Yes link closes the program.
There is a layering problem, however, when using certain other objects, such as swf/flv and even menus or toc's. Apparently, these objects are always on top regardless of the stack sequence in the left hand pane. So if any of these objects overlap with the (normally hidden) text box, then when it is shown it will be partially covered by the object.
To my knowledge, creating a separate 'pop-up page' won't work because the Close link would only close the pop-up window, not the entire course.
Any thoughts?
