Essay Type Question - Maximum answer text length?

Hello,
I have a page which contains a question of type Essay. So I see a field titled "Maximum answer text length". So the value entered for e.g., 1024 what does it count for? Is it the number of words or the number of lines entered in the text area?
Inputs on the same is appreciated.
