Ensure an user answers all questions

It's an exam so we'd like to allow a use skipping a question and navigate between questiosn before submitting. With this, we can't use "Ensure that student answres all questions on the test." But we still would like to check if a user have missed answering a question before submitting. I can probably use an action to check if all question variables are not empty or a warning text would show up, but I will have set the conditions on all the variable Is Not Empty. That's a lot of work for 100 questions and I'm concerned that it may not work when published. Is there a simplier way to check if all questions are answered? Also, how can I find out the questions unanswered and output to the page? so something like You've not answer question 3, 4, and 5. Please complete these questions before submitting.
BTW, I can't never get Copy conditions and Past Conditions to work. I'm using Lectora 2010. Past conditions only moves the cursor to the top cell.
