drop-down list

i need to create a drop down list containing at least 25 items but i want a separate action to occur when each of the items are selected. is this possible? it appears to me the action is tied to the entire drop down list rather than individually. I prefer a drop down list because of the size of the list. Example, if the learner selects Orlando from the list it will show them Florida is the state. If they select Chicago, the state IL will appear.
