CSV Question Import PAIN!!!!!

Wow, that sounds like a colossal pain. I've never used this feature, but what you describe sounds horrible.
Not that I have a great fix for it, but I do have a suggestion. I've even used this technique for other reasons. You could export the title as an XML. Then, open the XML in your favorite text editor and do a global find and replace. I'd have to think that if you have 30 questions imported, then they will show up in the XML file with the same tags surrounding them. Depending on the robustness of your text editor (I even open the file in MS Word), you should be able to replace [bunchatags1]10[bunchatags2] with [bunchatags1]12[bunchatags2].
Then, after making that find/replace, save the XML and import it into a new Lectora title to see if the replacement works. I stress a new one because any error in the find/replace could possibly hose your project. Always keep your original Lectora title handy.
At least that's how I would handle it if I had to import CSV questions into Lectora.
