What happens when you publish and run debug mode? i.e. turning on debug when publishing? I have had trouble. You might try displaying the value of one test score just before the conditional actions to see what it is. And for testing, I might make a copy of the course and strip out 22 of the 23 tests and get it to work on one or two tests.
