Character sets

I am using Lectora 2008 SP2 and have come across an interesting and frustrating problem. We are translating courses into Latin American Spanish and Latin American Portuguese. When Lectora publishes these course the special characters in the languages appear either as square blocks or diamonds with question marks in them in IE7. When we checked the source code of the html the character set was set at charset=iso-8859-1 and not unicode. I thought that because the International version of Lectora is no longer sold that Lectora Professional supports languages like these.Is this a bug and how do we work around it as we need these to display correctly for a client next week.
