Best way to create animations?

The agency where I work is leaping into the 20th century and piloting a project where people fax in required documentation rather than mailing it. The fax goes to a central mailbox where it is then e-mailed to the appropriate recipient. I wanted to create a small animation similar to what you see in Windows when you copy a file file from one place to another. I have jpeg's of a fax machine and workstation but need tips on what to do from there.
