Background image not printing

Hi Lectora Community,
Hope this is an easy fix: Background images are not printing for published courses. I'm using Publisher v.12.0 (still trying to get my IT resources to take care of upgrading!), and viewing published courses in IE 11 (no other browsers are allowed on company PC's).
When a published course is physically printed, the background image does not print. I'm seeing it on courses served through the LMS and in development when I Preview in Browser - basically anytime the course or page is rendered in html. This has been replicated on multiple PCs and for multiple users.
The background does 'print' when printed or saved to a .pdf file. Also, I can take that same image, add it to the page behind all other objects, and it prints out just fine. (But I DON'T want that to be my workaround!) :-)
Is there some super-secret 'print background image' setting that I'm missing? A known Lectora vs. IE conflict? Bad karma?

I think the whole point of BACKGROUND images is to have them NOT show up when pages are printed out. Most browsers by default are setup to ignore background images for print purposes. E.g. this article from Microsoft confirms that this is the default setting for IE and explains how you can change that.
If you want the image to be printed out, just put it on the title level and it will display on each page automatically behind all objects on the page.
