Audio/Video delays

Looking at some other posts, if I do not have a streaming server, would it be more beneficial to have audio produce as mp3s and video as flash? Looking at some other posts, if I do not have a streaming server, would it be more beneficial to have audio produce as mp3s and video as flash?
