Audio/Video delays

I know this is an older posting; however, I am having similar issues. I have published the video using the Media Encoder from Adobe Premiere. Then placed them in my Lectora created course. I publish the Lectora course as SCORM/web-based and then load to my LMS.When the course is previewed in the LMS and I visit a title page with a video, The video delays for about 20-50 seconds before playing. Then when it plays, it starts smoothly and then starts hiccuping. If I stop and restart, it plays smoothly. When I visit a title page with an audio file, the audio delays for about 10-15 seconds and then starts playing with hiccups. If I stop and re-start, it plays fine. I assume this is a buffering issue, but I am not certain. Here are the settings used to produce the video (this may be a question I need to post on Adobe's site, but I am not sure - I seem to have less problems with Camtasia produced .wmv files, but it still happens).1. Windows Media Player - WMV9 720 25p2. Do not allow interlaced processing.3. Bitrate Settings, two encoding passes, variable constrained.4. Audio Codec, Windows Media Audio 9.1, bitrate setting of two encoding passes and constant.5. frame rate 25 fps6. Pixel Aspect Ratio - square pixels.7. Decoder Complexity - auto8. Key frame interval - 19. peak bitrate - 5000 bps10. average bitrate - 800011. buffer size 25
