Audio question

This is hard to explain, so I hope this makes sense. I have added stop audio actions (for all of the other pictures) to each picture and I thought it may have fixed the problem. Unfortunatley, it hasn't. One of the pictures still plays audio from another picture on mouse over. Does it matter which order the actions are in? I don't know what else to try
