Adding a Button Over a Video

Hello! I am trying to incorporate some buttons on top of a video. The background here is that we have some green screen footage that we are putting on a virtual environment. I want to have some buttons pop up at the end of the video that allow the users to launch to other videos or pages. I have tried to sync them with the video, but they are not popping to the front. Is this something that should be possible, or am I just over-complicating my process?
