Action Conditions resetting

Anyone else have issues where the conditional will somehow change from "any of the following" to "All of the following" when using multiple conditions? Seems to happen or depend on whether you click in the dropdown variable field and expand the dropdrop to scroll for a vairalbe, or, if you click then use the keyboard down/up arrows.
I have had this happen not only in 9, but in past versions as well, and has been documented and seen by co-workers, so I'm not crazy.
