Wrapping text with image within text box

Looks like the two options are mutually exclusive - you can wrap static text (w/o scroll bar) around an image but when you do that turns off the scroll bar. If you turn on the scroll bar for the text box, that disables the wrap text feature. Sorry.
Anyone else got any ideas?
