Why does Lectora use the Window's DPI setting for Font Size?

Hi Everyone,
This is the strangest thing. I only noticed this as I got a new HP, widescreen laptop. The native resolution is 1920x1080. Everything at this resolution is/was way too small for me. At first, I tried many different screen resolutions and did not like any of them because, they either were too small size-wise and put black borders or were way too big and chunky looking. I next adjusted the Windows DPI setting from "Normal" which is 100% at 96 DPI to "Larger" which is 150% at 144 DPI.
When I started up the laptop with Lectora X.6, all my previously saved titles were not formatted correctly and the fonts were extremely large. Our department uses Arial 12pt for most of our text. When I went to one of the text boxes and selected the text, it would say Arial 12pt. If I compiled to HTML or to a SCORM package, all the text was extremely large.
I next dove into the actual HTML code and noticed that it now was changed to "Arial 24pt"!! This does not seem right because, it should be 12pt. When I went to Microsoft Word, and took a look there, previous saved documents (that were created with Arial 12pt) remained Arial 12pt.
Knowing that it was the Windows Font Size, I changed it back to "Normal" at 100% and rebooted. When I started Lectora, everything was back to normal. However, when I looked at the HTML code, it was listed at "Arial 16pt". This was unusual as when I opened up that page in Internet Explorer, it was displaying 12pt.
So basically I have two questions, why does Lectora use the Window's DPI setting? As it does not keep the proper aspect ratio of font size to graphics/layout, etc.
What controls the actual font size, if its "Lectora programmed to be 12pt" but the actual HTML file "displays 12pt" even though it lists out as 16pt?
