Using Multiple Assignable Units

I have created a course with 12 AUs. When I publish it to SCORM 1.2 and upload it to the LMS the AUs can only be completed in a linear fashion even though I have no prerequisites set on any of the assignable units. Users must complete the first AU to move to the second and so on.
I have published courses with multiple AUs on this same LMS in the past and the users could pick and choose which AU they wanted to take first. Not sure why this course is different? Anyone have any ideas?
