Using 2 'Failed' Pages

Hello, I am new so I hope I explain this clearly...

I have successfully created a course in which if the student gets 80% on the quiz, it is considered passing and they are taken to the Congrats page when they click OK on the Results pop-up. When they score below 80%, they are taken to the Failed page. This Failed page allows them to re-take the quiz or return to review the lesson (then re-take the quiz).

I have now been asked to create a second Failed page so that if the user fails twice, they see a different Failed page instructing them to seek additional (human) assistance. They would not get the first Failed page again. I would of course modify Failed page 2 so that they could not just return to the course material or re-take the quiz.

Is there a way to do this? I was thinking of perhaps needing to add some sort of counter to Failed page 1 so that when the value = 2, they are seemlessly re-directed to Failed page 2. I do not know how exactly I would create such counter if that is the solution.
