Unable to set new shortcut keys in Lectora

 I've:

1. Gone into the File --> Preferences --> Hotkeys path and chosen Edit --> Copy.

2. Removed the default shortcuts.

3. Clicked in the Press New Shortcut Key and pressed F3.

4. Clicked Reassign. I get a warning that the key is already in use and click Yes, that I want to reassign it.

5. Click OK.

I'm copying and pasting from a Word document into multiple choice question boxes. Even after doing the above, Ctrl + V works, but F3 does not.

I've done the File --> Preferences --> Hotkeys thing, and it shows up as F3 when I open Lectora, but still only works with Ctrl+v. I use the Dvorak-style keyboard, which makes the standard shortcut inconvenient to use. Thanks.
