Sounds like it could be one of 2 things.
1. In my experience, the PeopleSoft LMS needs a Javascript Titlemanager option checked on publish from Lectora.
2. You could have a javascript error on the page. Any error box show up in the lower left hand corner of the window? If so, double click on it, what does it say?
