Both programs are well worth having.
If you can make your trainging needs fit into the Articulate framework, then Articulate is perfect. It will probably give you 90% of what you need and it is pretty easy to use.
On the other hand, if you might need to do some custom programming involving variables, then Lectora is a must have. If you are afraid of backing yourself into a corner by using a program that might have limitations, then you should use Lectora instead of Articulate.
I use both and decide which to use based on the requirements of the project.
