What happens if you resize the image in Lectora's image editing tool (I know it's basic alongside Photoshop, but it often gets the job done).
As for your Photoshop edit, check that you didn't accidentally choose the JPEG2000 format. I did this once and it took me a long time to figure out why other applications didn't like it.
