From what I remember about test sections (and it has been a while) you need to select the test (click on the test in the left pane) and in order to add test sections. Just tried it and that is NOT true. Can be sitting on a page and can add a new section.
Also try collapsing the test and showing only things at the section level. If you can't drag the bottom section up, try dragging the top section down.
