I can't remember if 20007 has debug mode or not for when you publish to HTML. If it does, you may want to try running in that and seeing if you can discover what it is doing or not doing as the case may be that way. I am using 2009 and used 2008 for so long before that; that I can't remember what other features are in 2007 to tell you what will help. Hopefully someone else out here will have some ideas.
