I would recommend that you enable debug and verify the course is sending the time to SumTotal. If so, then you may need to contact SumTotal and show them the debug from the course and maybe they can determine what is causing their LMS to not record the time. If you don't see any time being reported in the debug, I would contact Lectora support and send them a copy of the debug.
