Streaming Video and proxy

Hello everyone. I've had an issue with Flash Streaming Video hosted on a RMTP server. When outside of my company's firewall video loads immediately and as expected. When within the firewall the videos take almost 2 minutes consistently, and once they start they're fine and load fast...just two minutes late.
After sending the network people a detailed message about the problem their response is below. In short it says to try to encode the Flash server to use a proxy. I have no idea how to do that or if it's possible. Anyone have any idea how to direct a Flash video to a proxy?
"The slow videos is because Flash is trying ever connection directly
before it finally figures out it has to use a proxy. Attached is a word
document with screen shots of a couple attempts in this process. Whomever
controls the flash coding should have it check for proxy settings first (If
this is possible)."
