Yes, it does store as a cookie. You can see it. Create a mini title with one retained variable. Publish and Preview it in a browser. Open your cookies folder and sort by time. Trivantis cookies seem to have ~~local~~ in them when run from the local machine.Only HTML uses cookies. I think the CD and .exe versions use something in the Registry. Don't know. Check with Trivantis. They are machine dependent in any case. You can always try it with a very simple title.
