You could just build these as showing/hiding other text blocks on your screen. I have done this many times when wanting to create the effect you are describing. I usually format these "balloons" with a different colored background and a border around them and that gives me the look of a balloon like you are stating. You create the effect by placing a transparent shape/button over the text and placing Upon mouse enter/exit actions with the show/hide on the transaparent image.Hope that helps.
