Slow loading of Text boxes with borders?

Hello; I have indeed tried creating a new page with a text box (same attributes) etc. Same problem though. When I publish to html and run on my own pc, I can see the mouse cursor 'shaking' as the page loads, but it loads pretty quickly. I have not done 'render' as image as I know this increases file size and I'm not sure that the web server I am dealing with can handle much more when loading these pages.
