Slow Loading of SWF Files

Hello. I am on a hunt to find more information about playback speed on SWF videos in Lectora programs. I am using Lectora 2007. We have recently released a program that includes a total of 17 embedded SWF files.
These were originally created in Jing Pro but then later converted in Camtasia. The original user created them as MP4 files which would not load in Lectora and they needed to be converted to flash.
We are receiving complaints from our users that the loading times are extremely long. Sometimes 10-20 minutes total for a video to completely load. Keeping in mind, these vids are no longer than 5 minutes in total playback.
I’ve received a little bit of feedback from our IT department. They have stated that any external websites receive the lowest priority and that may be a reason for the poor playback times.
Is there anything that you can think of that might be causing a delay or anything that might help improve the playback quality of these videos? We also had a program that had just 4 Jing files that received the same type of negative feedback. Rolling out these types of programs that include SWF is new for our company so our internal resources are far and few between. Any advice or info you can share would be greatly appreciated.
