Currently when it comes to extremely large courses like this, here is what I do.We have an developer as a course owner. This developer sets up the template and the formatting for the course. Then we break out the course into multiple awt's with other developers working on different chapters. The original owner is then responsible for integrating all the awts for publishing to the LMS. With proper conventions and standards (variable naming, version control and such), its as easy as cutting and pasting the chapters from the other awt's into the main one. If you don't have proper conventions and standards, then this becomes a nightmare. The course owner then cleans up the course for publishing. Key thing: Standards and conventions!PS. This will be solved with the new Webtora coming out at the end of the year. Full collaboration and everything!
