scroll bars appearing

Hey gang. When we publish our courses, scroll bars will often appear, even though the course is only 785 x 600. We have to stretch the window slightly to make them disappear, but that's bothersome. Is there a way to make them go away?

Does this happen in all browsers? I get scroll bars on my window in Chrome, but not in IE or FireFox.
