Rotate Image

I am trying to have students measure distances on a map. I have a ruler image, that I want them to drag around on the map and measure from point A to B to C, etc. I need to be able to insert an image that the student can 'drag around on the screen and rotate. Is this even possible?

Here is an image of what I am trying to do. So the ruler with Meters/Kilometers needs to be dragable and rotateable
What you're describing is possible, but not using built-in Lectora features (that I know of). You'd have to use JavaScript. This might give you some hints: https://community.trivantis.com/lectora-user-conference/jquery/
