This is correct. Each page is reloaded, there aren't "Frames" in the traditional sense with Lectora courses. The loading you are seeing is an issue with older versions of IE. It is still an issue with other browsers but not as much.
You can publish to use the navigation of the LMS by using multiple AU's. Create new Assignable Units and build your course that way.
