To answer your question, there are some survey questions that allow you to do this. Check them out.
From an instructional design standpoint, I would recommend a Drag and Drop question rather than numbering. It would much clearer, showing the process sequence in graphic form. Create a graphic with one box for each answer and just use the text for the drag items.
