Publish to HTML Conditional Action Problem

I'm using Lectora Publishing Suite 2008.
I have a requirement to ensure a user completes all sections of a module before they can progress further.
I have created a main menu with 7 sections.
On the last page of each section I have added an action to an image to 'on show' to modify a custom variable to = 1.
On the Menu page I have added an action to a text box to 'on show' to show a button that is initially set to not be visible if all the variables =1.
When I publish to HTML this works if I run it locally (once I have clicked to allow active X) but doesn't when I upload it to our web server.
I'm wondering if this is due to the web browser security settings (which the users can't alter).
Can anyone suggest a solution or an alternative method of achieving the same result i.e. ensuring a user views all the content of a number of sections before being able to progress?

For information should anyone come across a similar problem it turned out to be a server issue.
