Problems publishing to HTML (index file) - Lectora v11

Hello,
I recently created my first online course, and I wanted to publish it to HTML to send the file around for others to review. When I open up the file in IE, I have to click on a pop-up to "allow blocked content," and everything looks/works just fine. However, two of my co-workers (one using IE, one using Firefox) tried opening up the file, and all they can see is the first page - no front/back buttons, border, home button, etc.
Any ideas on what might be happening, and how I resolve the issue?

Are you sending all of the published files? Or just the html file for the first page?
I'm only sending the index file (that's what I remember being shown in training). One person who is not in my office was able to get into the file without a problem, so I have no idea what's going on or what to do for everyone else. Is it possible to create a format of the course that is viewable to others, but isn't completely published online?
It may be an issue with file permissions then. I'm not sure how you have your directories setup (and I've never had to share an HTML title before, I just use my LMS), but if the users who can't get it to work don't have access to whatever files the course is referencing, that would cause some problems.
If it's possible, could you zip up the course folder and send that to them... see if that works?
Hopefully someone else on here who has more experience with the HTML published courses will be able to help!
