Price for Flash Development

I have a customer who is requesting something be programmed in Flash, and I'm researching what that might cost them. This course is approximately 24 pages, with the most complex interaction being mouseovers. There will be some delivery of content, a few review questions, and a mastery test. They are wanting to track this through a portal for completion. Any ideas of what it would cost in time and dollars to produce this?
