Easiest way to do this is to place your actions within the audio file. You can do this right in Lectora. Insert your audio clip - if it isn't an MP3, on the Audio Properties tab, click Convert to MP3. Once it is an MP3, click Sync Events. This allows you to place markers in your audio file...and those markers are where you are going to place your actions. This way, when the audio pauses...your actions pause as well. Have fun!
