Page-by-page control of student navigation

One of our developers wants to include each page as a subitem in the Menu under its respective chapter. Since we use a Student Progress page to track and limit students so they go through the content in order, we now have to add page-by-page variables and actions so users can't access a page through the Menu unless they have first accessed the page by going through the course. Has any one set up variables and actions for this? I'm trying to add new variables to the existing Chapter control that we've set up but it's not working quite the way we want.
