page layout misplaces text blocks

I am trying to add a page layout in Lectora 2007 to create pages with two text blocks/columns. I added text blocks to a page and then selected Layouts > Page Layouts > Add new layout from current page layout.When I apply the new layout to a page, the text blocks are misplaced about 10% down and to the right, and sized 10% smaller than the text blocks on the page the layout was (supposedly) derived from.This seems to be a bug that defeats the utility of having page layouts.
