Are your questions randomized? If so, check to see how many page are being pulled in the content tab of the test properties.I have had tests that originally had bunch questions that were randomized. I had to removed a few of them later on in development, but did not change the test properties. When I published the course, I had the same problem with the page count. I changed the number of pages being selected, and it fixed the page count.
