Only Show Test Sections that a learner has failed

I am trying to get an assessment working properly (very frustrating!). In my test I have 2 sections which correspond to 2 learning objectives. Each section consists of 9 questions of which 3 are selected randomly.

My problem is when a learner comes into the assessment to redo sections that they have failed. I have an intro page setup and on the next button have 2 actions:

GoToSection2 (If Section 1 has been previously passed): On Mouse Click Action: Go To Target: Chapter, Section or Page Name: Section2 Condition: All of the following: Section1_Score Greater then or equal to 66 AND Section2_Score less then 66

GoToSection1 On Mouse Click Action: Go To Target: Chapter, Section or Page Name: Section1 Condition: All of the following: Section1_Score less then 66

These 2 actions cover the situations of Sect1 passed and Sect2 failed. Sect1 & Sect2 failed. What I need to do is work out how I can address the situation of Sect1 failed and Sect2 passed. How do I get the test to only redo the 1st section and skip the 2nd?

I have tried to put an action in Sect2 as an on Show but when I publish it says I can't any actions other then next and previous.

Any ideas!!!!! I am happy to send anyone my awt files if they can help me out.
