This is Matt, asker-of-the-question: I have heard back from several people in Europe that they/their clients use Lectora and that the content CAN be published to an OLAT install, but should be published as SCORM 1.2. Small price to pay to save money by not purchasing an over-priced LMS solution. OLAT is an open source LMS developed at the University of Zurich.
