I know that people use PPT as a storyboard but I would like to propose that it is a very BAD idea. The whole reason to have a storyboard is to create a text-based map of what you are going to develop. It is MUCH easier to edit text before you ever enter into the development phase. When you create a PPT storyboard it is all-too tempting to add a graphic here and an animation there and before you know it you are well into development...Then the SME comes along and wnats this and that changed and it is MUCH harder to do because you ahve already spent the time creating part of the finished product. After many times of making this very mistake, I have vowed to keep storyboarding simple. I use either Word or convert to PDF for all storyboards because it is easy to review for ALL reviewers. So as far as deciding which development tool...I wouldn't make that decision based on a storyboarding decision, I would do it based on the development needs for my training.
