The best bet is to find out the lowest screen resolution that your end users will have to work with. Then build your title according to that. Our lowest is 1024 x 768, so I usually publish titles that are 1000 x 750 in size. This just allows a bit of space for the edge boundaries of a typical window.
Bear in mind that if you are publishing to HTML, you must allow some of the screen to be taken up by various browser toolbars at the top. This can be quite a chunk of your visible title, but you said you were planning a different publication method so I think it is unlikely the browser toolbars will be an issue for you.
