navigation for a randomized test

When you create randomized tests in Lectora you can use Standard Navigation which will be automatically created for you (standard gray buttons) or you can create custom buttons (better to match your course). In a randomized test you want to make sure that you have the same navigation buttons on each page. For example, if you want to allow your users to go back to previous questions you will want a back button (go to previous page), a next buttons (go to next page) and an exit button on each page within your test. You need to make sure your navigation is consistent, because you don't know which page will be pulled in what order. Unlike a standard test, when you create a randomized test Lectora will automatically create the action "Submit Test" on the next button of the last page pulled. So in your case it will be on page 15 of 24. I am not entirely sure what you have going on in your course, but if you are creating your own navigation buttons for the test, you should be able to use the actions mentioned above.
