Nav Button Going to Page NOT the Section

I am new to Lectora and this has gotta be an easy one... I hope...

Here's the question on button navigation:

Structure

Title

Chapter

Section 1 -

Pages under section

Section 2 -

Pages under section

I created a series of buttons across the top of the Chapter level that nav and each Section under the chapter -

- Button

--Goto

---Chapter Section Page

---- Proper Section name

Scroll to top of page

However when I preview or "run model" and press a button it wants to nav to the FIRST page underneath the section NOT the section itself.

I looked at the options in the "scroll to " and don't see any other option that makes sense...

What the heck kinda bonehead mistake am I making????
