Mouse-over popup text

Is there any way to turn off the "imgage.xxx" mouse-over text box from the authoring end?? When I publish, the user gets the name of the image when they mouse-over. Similar to the "tool-tips" info that you get in any windows program to know what an Icon does, etc. I thought that would be in the properties box of the image, but I don't find it. Is this IE issue?THanks...
