mailto: with attachment?

I have a small module that I will package as an EXE that will be distributed to a large group of managers internally. Within my module I have a button they will click to create an email, prepopulated with a subject, text in the body, and an attachment. They will then fill in the email addresses of the people that report to them and send the email.
I have all the proper syntax for doing this with HTML using an tag, but how do I do this in Lectora, so that it works when published to EXE? I tried creating a button in Lectora's with an OnClick Mailto: but I want to leave the addressee blank, so they can fill in the email addresses.
Problems:
1. Click the link from the EXE and the email opens and is populated, but a browser window opens at the same time.
2. I can't get the attachment to work.
3. I can't get the body text to appear.
4. Lectora forces me to enter an email address.
Using:
mailto:email.address@server.com?subject=This is my subject?body=Here is my body text
